生态环境保护是一场涉及生产模式、生活方式、价值观念和国家权益的全球性革命，而最终引起这场变革有赖于低碳消费模式的形成。构建低碳消费模式，必须使人们消费观念上发生根本变革，培养低碳消费观念和文化；建立健全制度体系，引领低碳消费模式，将低碳消费纳入政府规划、法制轨道、体制保障。发展低碳经济既需要政府主导，也需要实施节能减排主体--企业，始终把发展低碳经济作为一种自觉的社会责任，及时把握政府的政策动向，将低碳战略转化为发展理念，采取低碳经济的运行模式，建立起低碳经济的责任制度。

This paper focuses on the establishment of low carbon consumption pattern. The speciifc methods should include: the consumption idea and culture must be cultivated so that people's consuming attitudes will undergo fundamental changes;we should build a sound system to lead to low carbon consumption pattern, and bring low carbon consumption into government plan, the legal system orbit, and institutional guarantee. On this basis, developing a low-carbon economy needs both the lead of the government and the enterprise that is the subject of implementation of energy-saving and emission reduction; we should always regard a low-carbon economy as a kind of consciousness of social responsibility, and secure the policy trend of government. We should also take low carbon strategy as the concept of development and use running mode of low carbon economy, as well as establish responsibility system.
