结合我国当前发展国情及国土资源管理实践，我们必须坚持统筹资源与环境、统筹城乡一体化两个“统筹”并举，打造生态文明建设新秩序。统筹资源利用与环境保护应该在统筹城乡一体化的大框架下，将转变经济增长方式与改变居民消费方式相结合，树立生态文明理念和原则，推进节约型城镇建设，消除发展中的不和谐因素，促进城乡一体化健康可持续发展。
結閤我國噹前髮展國情及國土資源管理實踐，我們必鬚堅持統籌資源與環境、統籌城鄉一體化兩箇“統籌”併舉，打造生態文明建設新秩序。統籌資源利用與環境保護應該在統籌城鄉一體化的大框架下，將轉變經濟增長方式與改變居民消費方式相結閤，樹立生態文明理唸和原則，推進節約型城鎮建設，消除髮展中的不和諧因素，促進城鄉一體化健康可持續髮展。
결합아국당전발전국정급국토자원관리실천，아문필수견지통주자원여배경、통주성향일체화량개“통주”병거，타조생태문명건설신질서。통주자원이용여배경보호응해재통주성향일체화적대광가하，장전변경제증장방식여개변거민소비방식상결합，수립생태문명이념화원칙，추진절약형성진건설，소제발전중적불화해인소，촉진성향일체화건강가지속발전。
This paper points out that we must persist in both overall consideration of resources and environment and urban-rural integration coordinated development simultaneously, and build a new order for ecological civilization construction. Overall planning resource utilization and environmental protection should be under the framework of the coordination of urban and rural integration;integrate the transformation of the economic growth pattern with the change of residents consumption pattern; set up the concept and principle of ecological civilization. On this basis, we should promote the construction of resource-conserving town; eliminate disharmonious factors in the development so as to promote health and sustainable development of urban-rural integration.
