高校学报的作用与其地位相辅相成，只有真正居其位才能发挥积极的作用，而有所为才能有其位。所以，学校重视是办好学报的关键，学术质量是支撑高校学报地位的内力，无论是巩固学报在高校办学中的地位还是进行报刊编辑部体制改革，都应树立正确的办刊观念，处理好地位与作用的关系，强化服务意识，提高学术质量，服务于教学与科研。

The status of university journal and its function complement each other. Only in right position can the journal play a positive role, and only with achievement can it have its position.
