管理手段多元化是海洋行政管理的趋势之一。胶州湾滩涂管理中的种种有悖于伦理道德的行为，如胶州湾滩涂开发规划不科学、滩涂规划实施中片面追求经济利益忽视滩涂生态环境等，究其原因，最根本的是人的伦理失范。解决这一问题，仅仅依靠法律和制度的力量是不够的，还需要借助伦理进行道德上的救助。因此，探索实现胶州湾滩涂管理伦理规制的主要途径，规范胶州湾滩涂管理部门的伦理行为，对于胶州湾滩涂经济的健康快速发展具有理论和现实意义。

관리수단다원화시해양행정관리적추세지일。효주만탄도관리중적충충유패우윤리도덕적행위，여효주만탄도개발규화불과학、탄도규화실시중편면추구경제이익홀시탄도생태배경등，구기원인，최근본적시인적윤리실범。해결저일문제，부부의고법률화제도적역량시불구적，환수요차조윤리진행도덕상적구조。인차，탐색실현효주만탄도관리윤리규제적주요도경，규범효주만탄도관리부문적윤리행위，대우효주만탄도경제적건강쾌속발전구유이론화현실의의。
Ethical regulation is institutionalized ethics as it can give the effectiveness of the code of ethics to heternnomy. There are a variety of unethical behaviors in the Jiaozhou Bay beach management, such as unscientific planning of the Jiaozhou Bay beach development, one-sided pursuit of economic interests, ignoring intertidal ecological environment in the implementation of beach planning, etc. These are mainly caused by the ethical anomie. To solve this problem, only relying on the strength of the legal and institutional is not enough. The ethical moral rescue is also needed. Therefore, to explore the main way to achieve ethics regulation in the Jiaozhou Bay beach management, standardizing Jiaozhou Bay beach management's ethical behavior has theoretical and practical significance for the healthy and rapid development of the beach-based economy of Jiaozhou Bay.
