In accordance with the requirements of relevant national policies, the full-time counselors in u- niversities have their developing trends of shifting their status from the counselors to be teachers or engage in management fields. The duties of the counselors are clearly stipulated in the policies, but in reality, the tasks they undertake are far beyond the scope of their work duties. The relevant polices have stipulated clear counselors selection criteria and training mechanism, but are lack of requirement of their professional quality.
