摘要：农村新民居建设是统筹城乡发展的有效平台和重要载体。新民居建设是内外部动力因素与障碍因素综合作用的过程。内部动力主要源于经济社会发展的必然要求以及农民主体需求的内部驱动，外部动力则在于政府引导推动、村干部带动促进、社会力量支持。而经济发展的低水平、思想观念和认识的误区、主体动员机制的欠缺成为新民居建设的障碍因素。基于动力与障碍因素分析，提出强化产业支撑、建立健全多元主体动员机制、加强农村基层干部队伍建设等发掘新民居建设动力源泉、突破障碍瓶颈的政策措施。

Rural new residential construction is an important carrier and effective platform to bal- ance urban and rural development. New residential construction is a comprehensive process of in- ternal and external driving and encumbering factors. The internal drive mainly stems from the in- evitable requirement of economy and social development and the internal drive of farmers" demand while the external force lies in the government guidance and promotion, the village cadres" initia- tive stimulation, and social supports. And the low level economic development, ideological con- cepts and misconceptions, and the lack of mobilization mechanism have become the encumbering factors to new residential construction. Based on the analysis on drive and obstacle factors, some policies and measures are proposed to explore the power source and break through bottleneck of new residential construction, such as strengthening industrial support, establishing and improving the mobilization mechanism of multiple subjects, strengthening the building of contingent of rural grassroots cadres, etc.
