The analysis and study of the survey data show that the conduction function of the government policy should be strengthened,the teacher mobility mechanism should be perfected,the logistic security should be enhanced,the teacher’s continuing education system should be popularized and the teachers' professional titles system should be perfected and the teachers' professional position should be promoted.
