随着大量公民走出国门和国家利益日益全球化，中国海外公民和法人的权益受到侵害的风险也在不断增大。本着“外交为民”的民生关切原则，中国政府加大了领事保护的力度，整合相关资源，为海外公民提供更加全面、更加人性化的保护。

National Interest is rapidly globalizing day by day as more Chinese citizens travel abroad. However, the Chinese citizens rights and legal entities have been infringed upon as they travel to countries outside of China. Based on the principle of performing diplomatic work for the people, the Chinese govern- ment strengthens the consular protection and integrates resources in order to provide more humane protec- tion for overseas Chinese citizens.
