研究目的：从土地督察实践出发,对现行城市建设用地审批制度存在的不足进行分析,提出改革建议。研究方法：实践调查法和制度分析法。研究结果：现有城市建设用地审批制度存在供应环节多、程序复杂、周期长、地方政府多报用地量、审批时间跨度大、规划调整和供地主体不明确、征地拆迁耗时长和考核期限短等问题,需要进一步改革。研究结论：以明确国家与地方的权利和职责、明确各级分工和发挥督察作用为整体设想,提出进一步完善城市建设用地审批制度的改革建议：适当增加报批次数,合理界定考核征地率、供地率期限以及加大批而未用土地清理力度,切实提高供地率。
연구목적：종토지독찰실천출발,대현행성시건설용지심비제도존재적불족진행분석,제출개혁건의。연구방법：실천조사법화제도분석법。연구결과：현유성시건설용지심비제도존재공응배절다、정서복잡、주기장、지방정부다보용지량、심비시간과도대、규화조정화공지주체불명학、정지탁천모시장화고핵기한단등문제,수요진일보개혁。연구결론：이명학국가여지방적권리화직책、명학각급분공화발휘독찰작용위정체설상,제출진일보완선성시건설용지심비제도적개혁건의：괄당증가보비차수,합리계정고핵정지솔、공지솔기한이급가대비이미용토지청리력도,절실제고공지솔。
The purpose of this study is to analyze the problems of urban construction land approval system from the perspective of land supervision,so as to put forward reform proposals.Methods employed include field survey and institutional analysis.The results indicate that there exists a series of problems in the current urban construction land approval system.It also put forward the reform proposals accordingly.It is concluded that there are many urgent aspects should be paid attention to improve the improvement of urban construction land approval system,such as increasing the times of deliveries of application for approval appropriately,rationally defining and assessing the scope of land confiscation rate and land supply rate,putting more emphasis on dealing with those unused lands after land use approved and eventually increasing the land supply rate.
