研究目的：基于现阶段矿山土地复垦公众参与现状，探索土地复垦公众参与的内在机制。研究方法：以文献资料法为主，结合利益相关者理论分析土地复垦公众参与内涵及参与主体之间的利益诉求与冲突。研究结果：界定了与土地复垦公众参与相关的利益相关者，阐述了土地复垦中形成的政府机构、矿山企业、当地农民及咨询机构之间的利益冲突。研究结论：土地复垦公众参与增加了公众对复垦的认同感，能够为土地复垦工作的实施起到监督作用，研究其内在利益关系可促进各方寻求利益的平衡点，减少因复垦土地的巨大利益冲突而引发的社会矛盾。

The purpose of this paper is to explore the internal mechanism of public participation and conduct a stakeholder analysis on mining land reclamation. Methods employed include documentary and economics analysis. The results redefine the stakeholders of mining land reclamation. Furthermore, it elaborates the interests and conflict of interests groups among the government agencies, mining enterprises, local farmers and consultation organization in land reclamation. The conclusion of the study is that the public participation in land reclamation not only increases the recognition degree of public, but also plays a role for the implementation supervision. Studying on the intrinsic interest relations can promote different interest groups to seek balance of interests and reduce social conflict.
