广东省自扶贫开发“规划到户、责任到人”（以下简称“双到”）工作开展以来，成效显著。为进一步巩固扶贫开发“双到”成果，如何从制度层面建立扶贫开发长效机制就显得尤为重要。本文阐述了广东建立扶贫开发长效机制的必要性，设计了广东扶贫开发长效机制的基本框架，并在此基础上对广东构建扶贫开发长效机制提出了政策建议。

Since Guangdong started development of poverty alleviation which publized ‘Make program in households and there should be an appropriate person be responsible for it’, it had made signiifcantly Achievements .It is especially vital to establish the long-efifcient institution of development of poverty alleviation institutionally in order to consolidate the gain of the work further .This paper illustrateed the necessity of establishing the long-efifcient institution of development of poverty alleviation in Guangdong , designed a basic framework for it and gave several policy proposals.
