以农用地分等成果为基础对凌源市耕地保护问题进行研究。凌源市耕地质量总体为中上等，耕地质量不仅受自然条件的制约，而且受到立地条件的影响，未来的耕地保护工作不仅要考虑耕地自然质量条件，还应该考虑耕地的立地条件，这样才能保证耕地保护的长久性和稳定性。
