《国家中长期教育改革和发展规划纲要（2010-2020年）》提出要“构建政府、学校、社会之间新型关系”。重构高校与政府、社会之间的关系，关键在于解决政府对学校干预过多，以及社会参与学校办学不足的问题。G学院探索法人治理结构，在不断完善内部治理结构同时，构建外部治理结构，为高校、政府、社会联系提供一种协商的制度安排和沟通平台，是重构高校与外部关系的路径选择。
