Industrial technology innovation and strategic alliances perform high instability and short life cycle of organization due to the inaccurate purpose and motivation, the pursuit of short-term interests, the social capital disproportion among the alliance members, the unreasonable capital distribution and so on. In this paper, the advice ofgovernment macro guidance and management system is presented for promoting thestable and healthy development of industrial technology innovation.
