　　当前，中小学办学风险状况不容乐观，形势较为严峻，一旦发生严重的学生伤害事故，给学校、学生及家长和教育主管部门带来不良的社会影响。我国中小学校方责任保险制度发展时间较短，呈现诸多弊端与不足，因此应加强保险观念教育，增强保险意识，完善相关保险法律法规，创新产品结构，提升服务水平，形成学生安全保障及损害赔偿的有效机制。

At present, there are a lot of accidents happened during the running of primary and secondary school, which is very wor-rying. Once the bad accidents happen to students, it will make a bad influence on schools, students, parents and the related de-partments in charge of education. It is not long before the estab-lishment of the school's liability insurance system in our country, so here appeared many problems and drawbacks. Therefore, it is needed to strengthen education of insurance, raise awareness on insurance, improve relevant insurance laws and regulations, in-novate products structure, make service quality better and finally form an effective mechanism of protecting security and compen-sating damages.
