针对目前专利公信力偏低问题，采用定性和定量相结合的方法进行分析。结合专利制度作用机理对影响专利公信力的社会公众因素、司法行政因素、专利代理及审查因素、政府因素、专利主体因素进行梳理；转换成网络层次结构模型，构造判断矩阵并进行一致性检验，计算各因素相对于目标问题的重要性权重，通过总排序找出关键影响因素，并为有效地提升专利公信力提出建设性意见。

Aiming at the problem of low patent credibility,the paper uses qualitative and quantitative methods to analyze the problem. First,combined with the patent mechanism,it combs social public factors,judicial and administrative fac-tors,patent agency and patent examination factors,government factors,and patentee factors which would have an effect on patent credibility. Then the paper converts into ANP model,structures judge matrix,carries out consistency test,and cal-culates the importance of various factors relative to the target weight. Through total sorting the key factors are grasped more clearly. On that basis,it can effectively promote patent credibility.
