通过对长江上游干流区奉节段及县境内涉及主要河流的相关水文资料的调查，并对水功能区水质水量同步监测、入河排污口和支流口统计调查，分析计算水功能区水域纳污能力，确定各类型水功能区的限制排污总量，并根据区县水功能区达标需求与控制合理性分析，确定各流域2015年、2020年水功能区达标分解目标，确定水功能区污染物限制排放总量，提出重要江河湖泊水功能区2015年、2020年限制排污总量意见、保护对策措施与建议。为长江上游干流区以及奉节县水资源保护规划和监督管理提供科学依据，为水域的开发利用和保护管理提供科学依据，以实现水资源的可持续利用。
