针对我国流域的超用水现象，引入河流水量补偿机制，通过市场手段弥补行政管理手段短期失效的不足。以黑河为例，对基于我国水资源费制度的河流水量补偿的方式进行探讨，提出河流水量补偿的外部约束性条件主要包括立法及监测评估，从执行机构、补偿主体与被补偿主体、补偿标准等方面构建黑河水量补偿体系，并分情况对基于水资源费制度的黑河水量补偿方式进行探讨。

To control excessive water consumption in most basins in China, a river water compensation mechanism is introduced which will make up for the lack of administrative means through market-based instruments. Methods of river water compensation based on the water charge system of China are discussed through a case study in the Heihe River. External constraint conditions of river water compensation are put forward, which include legislation and evaluation. The compensation system of the Heihe River is constructed from the aspects of government executive departments, compensation objects, and compensation standards. According to different situations, several methods for the river's water compensation are discussed based on the water charge system.
