1990年代引进和借鉴的新加坡中央公积金制度，经过20年的改造和完善后逐渐形成了我国的住房公积金制度，已成为我国住房制度改革和发展进程中的有效过渡性制度安排和政策工具。从制度设计的本源和初衷出发，总结其发展历程，检视制度运行中面临的问题和弊端、战略思考和调整公积金制度的立意和指向，是为了有效地释放制度能量，更好地发挥其对住房保障的功效。

In the early1990s, Singapore ’ s central provident fund system was introduced to China .After 20 years of reforming and improving , it gradually developed into a system of housing accumulation fund of our country . In the process of the housing system reform and development it has become an effective and transitional tool of sys -tem arrangement and policy .Starting from the origin and purpose of the system design to summarize its development course, to examine the problems and shortcomings in the operation of the system strategically and adjust the accu -mulation fund system conception , which is an effective means to release the system energy and play its security effi-cacy of housing .
