大学开放作为各国建构终身教育体系的重要组成部分,是大学通过开放,为成人提供多种学习机会,向社会提供服务。本文通过“大学为什么开放”、“大学开放什么”、“大学如何开放”三个方面分析日本大学开放的背景、现状及特点。日本的大学开放在日本终身教育和学习政策的推动下,适应成人学习和企业、区域社会发展的需要,通过大学正规课程的开放、举办公开讲座、开展产学合作等方式,与地方政府、社区、企业等主体建立双向共赢合作模式,以及与民众学习运动和区域发展相结合,向成人提供多样化学习机会,体现了日本终身教育和学习体系建构的独特性。日本大学还在大学内外建立相应的组织机构,形成与多元主体紧密合作,与区域社会有机融合的开放特点。这些可以为我国大学开放提供参考。

Open University, offering a variety of learning opportunities for adults and services to the community, is an essential part of lifelong education system in many countries. To present a detailed analysis of the background, status and characteristics of Open University in Japan, this paper examines the purpose, the content and the pattern it oper-ates. As a result of the lifelong education and learning policies, Open University in Japan is an initiative to adapt to the personal needs of adult education, and the need of enterprises and regional social development. Through open courses, public lectures, and collaboration with enterprise and industry, Open University has established a win-win cooperation mode with local government, communities, enterprises and other organizations. It has also combined the public learning movement with regional development by providing learning opportunities to adult, which reflects the u-nique construction of lifelong education and learning system in Japan. Meanwhile, corresponding organizations are set both inside and outside the university, which collaborate closely with multiple organizations and become a component part of regional society. All of these provide our country with practical reference about Open University in the long-term implementation of the elite education.
