近年来，黑河以举办“中俄文化大集”为契机，搭建特色平台，不断推进《中华人民共和国东北地区与俄罗斯联邦远东及东西伯利亚地区合作规划纲要（2009-2018）》的实施，确立了对俄文化交流“桥头堡”和“枢纽站”地位，使黑河的知名度显著提高。内聚力、竞争力不断增强，推动了经济发展，促进了文化繁荣，对塑造黑河城市形象具有重要的现实意义。
근년래，흑하이거판“중아문화대집”위계궤，탑건특색평태，불단추진《중화인민공화국동북지구여아라사련방원동급동서백리아지구합작규화강요（2009-2018）》적실시，학립료대아문화교류“교두보”화“추뉴참”지위，사흑하적지명도현저제고。내취력、경쟁력불단증강，추동료경제발전，촉진료문화번영，대소조흑하성시형상구유중요적현실의의。
