香港“轨道交通+土地综合利用”的模式是一种集地铁投资、建设、运营和沿线土地综合开发于一体的综合开发模式,是由港铁统筹开发的。从运作流程上分为项目谋划、项目明确、项目开发和项目运营四个阶段,在营造高效率的公共交通体系、促进土地高度集约、节约利用等方面都取得了明显效益。对我国城镇交通发展有五点启示和借鉴:(1)交通规划与土地规划同步进行、有机结合;(2)推进经营性土地有偿使用;(3)运用节地技术和模式,充分发挥土地的复合利用功能;(4)分层出让,实现土地利用的多元化价值;(5)拓展融资渠道,实现轨道交通多渠道投融资。
香港“軌道交通+土地綜閤利用”的模式是一種集地鐵投資、建設、運營和沿線土地綜閤開髮于一體的綜閤開髮模式,是由港鐵統籌開髮的。從運作流程上分為項目謀劃、項目明確、項目開髮和項目運營四箇階段,在營造高效率的公共交通體繫、促進土地高度集約、節約利用等方麵都取得瞭明顯效益。對我國城鎮交通髮展有五點啟示和藉鑒:(1)交通規劃與土地規劃同步進行、有機結閤;(2)推進經營性土地有償使用;(3)運用節地技術和模式,充分髮揮土地的複閤利用功能;(4)分層齣讓,實現土地利用的多元化價值;(5)拓展融資渠道,實現軌道交通多渠道投融資。

The pattern of“Rail Transit plus Comprehensive Land Use”is an integrated development pattern, which incorporates the cost of metro, construction, operation and land integrated development and use around and along the metro rails. From the operational processes, this pattern includes four stages such as project planning, project deifnition, project development and project operation. This paper points out that the remarkable beneift has been obtained in building efifcient public transportation system and promoting the highly intensive and economical utilization of land. The enlightenment and reference for urban transportation development of China are:we must work out transportation planning and land planning simultaneously, and integrate them organically;compensation for the use of operating land must be promoted;we should use land-saving techniques and patterns so as to reach the compound land use function fully;in order to realize diversiifed value of land use, hierarchical transfer is the necessity. In addition, we must expand ifnancing channels so that the rail transit can be achieved multi-channel investment and ifnancing.
