研究目的:高速公路隧道运营节能减排的目标是实现机电设施配置与能耗功效的最优化,是利用节能新技术落实技术革新与技术进步,是合理平衡资金投入与效益产出的经济活动,是兼顾技术与管理措施的系统性实践活动。因此,有必要探讨高速公路隧道运营节能减排定性、定量的分析与评价指标,使评价指标体系的建立具有先进性、科学性和实用性,以期为高速公路隧道运营节能减排工作实施和改进提供重要的理论依据。<br> 研究结论:(1)宜采用定性评价与定量评价相结合的方式对高速公路隧道运营节能减排进行综合评价;(2)四层次的公路隧道运营节能减排评价指标体系第一层为目标层(公路隧道运营节能减排评价),第二层为对象层(包括节能减排目标和节能减排措施),第三层为指标层(单位车·km 电能消耗水平、组织领导管理、节能减排制度、管理性节能、结构性节能、技术性节能),第四层为分指标层;(3)综合评价结果可用于指导高速公路隧道运营节能减排工作改进和能源利用效率提高。

Research purposes:The goal of energy -saving and emission reduction for expressway tunnel is to achieve optimization for facilities configuration and energy consumption,is technological innovation and technological advance by using new energy -saving technological,is a economic activity of balancing investment and economy output reasonably, is a practical activity of considering technology and management.Therefore it is necessary to discuss the evaluation indices of energy -saving and emission reduction for expressway tunnel which have advantages of advanced,scientific and practical,and can be able to provide scientific basis for energy -saving and emission reduction implementation and improvement of expressway tunnel. <br> Research conclusions:(1 )This paper points out that it is should be use qualitative evaluation and quantitative evaluation method for the comprehensive evaluation of energy -saving and emission reduction for expressway tunnel. (2)Four levels evaluation indices for energy -saving and emission reduction of expressway tunnel include target layer (evaluation indices for energy -saving and emission reduction of expressway tunnel),object layer(energy -waving and emission reduction achievement and emission reduction measure),index layer(unit · km power consumption level, organizational leadership,energy -saving and emission reduction system,manageable energy -saving,structural energy -saving,technological energy -saving),sub item index layer.(3)The comprehensive evaluation results can be used for improvement energy -saving and emission reduction work and promotion energy efficiency.
