近年来，齐齐哈尔市对文化类企业的资金投入对文化产业发展起到了关键性作用，鹤城的文化产业正在形成良好的发展态势。为加快鹤城文化产业发展，通过利用熵值法分析发现：鹤城文化产值连年增加，投资效率却不是连年递增，说明文化行业是一个不确定性的动态产业，面对市场风险难于评价。政府部门应认真研究文化产业发展中存在的投融资服务模式单一、企业规模较小以及文化产业特有的属性和意识形态等方面问题，积极发挥主导作用，实施融资组合，拓展融资渠道，探索文化产业投融资服务新模式，切实破解投融资的瓶颈问题，为文化产业发展创造宽松环境。

Culture industry in the Crane city of Qiqihar does well thanks to local government's investment. The study based on entropy theory shows that, output of the culture industry has risen year by year in a row, and investment rewards have gone up and down on the contrary. Local government should review realities of the industry including unitary financing tool, small-sized culture businesses and properties of ideology of culture industry. Local government should address the bottleneck of financing of culture industry by diversifying more capital sources and developing new patterns of financing in a way that creates favorable conditions for growth of culture industry.
