教学质量管理工作是一项极其复杂的系统工程，是学校教学管理的核心，也是独立学院经常性工作的中心。独立学院教学质量的高低，决定着人才培养质量的高低，关乎独立学院的生存与发展。独立学院需要全面建立自身的教学质量监督管理体系，因此，聘请一定数量的教学督导员，成立专门的教学督导机构，建设一支高素质的、优秀的督导队伍，充分发挥教学督导的作用，对于尚在成长发展中的独立学院来说显得尤其重要，也更加迫切。
