Colleges and universities need to build scientific and complete research and policy system as soon as possible. Taking example by Habermas's theory of rational communication, it is concluded that when make the university scientific research policy, they should attach importance to teachers' participation, and weaken the administrative intervention, establish and improve the decision-making participation mechanism, raise awareness of the democratic participation of teachers in colleges and universities.
