　　深入开展创先争优活动，是新形势下抓好党的基层组织先进性建设的重要载体和强有力抓手，是在全党中巩固和拓展深入学习实践科学发展观活动成果的重要表现形式。本文以创先争优活动为背景，论述了此次活动与构建高校服务型机关的关系，提出以创先争优为契机，打造高校服务型机关的思路和对策。

A Deep implementation of striving for the best activity is an important carrier of college grass-roots party construction, and an important form of practicing scientific outlook on develop-ment. With the activity as the background, this paper interprets the relationship between this activity and the construction of col-lege service-oriented institutions, and proposes countermeasures for the construction of college service-oriented institutions with striving for the best as the opportunity.
