目的：评价乡镇卫生院基本医疗服务效率，为优化资源配置提供政策依据。方法：应用数据包络分析法评价江苏省淮阴区、盱眙县40家卫生院2012年上半年的服务效率，分析影响因素。结果：淮阴区卫生院的资源投入和服务提供总量均高于盱眙县，但纯技术效率有效的卫生院占比（47.6%）要明显低于盱眙（78.9%），处于最佳规模效率水平的卫生院比重（38.1%）也要低于后者（57.9%）。结论：应采取综合治理模式统筹不同区域卫生院协调发展，着重提高医务人员的服务能力。
목적：평개향진위생원기본의료복무효솔，위우화자원배치제공정책의거。방법：응용수거포락분석법평개강소성회음구、우이현40가위생원2012년상반년적복무효솔，분석영향인소。결과：회음구위생원적자원투입화복무제공총량균고우우이현，단순기술효솔유효적위생원점비（47.6%）요명현저우우이（78.9%），처우최가규모효솔수평적위생원비중（38.1%）야요저우후자（57.9%）。결론：응채취종합치리모식통주불동구역위생원협조발전，착중제고의무인원적복무능력。
Objective: To evaluate basic medical service efficiency of township health centers ( THCs ) and provide evidence for optimizing resource allocation. Methods: Service efficiency of 40 THCs at Huaiyin and Xuyi Counties in Jiangsu during the first half year of 2012 was assessed by Data Envelopment Analysis and influencing factors were analyzed. Results: The amount of resource input and service provided of Huaiyin THCs were all higher than these of Xuyi, but it had lower ratio of THCs at high technical efficiency (47.6%) than Xuyi(78.9%), the ratio of THCs had best scale efficiency level(38.1%) than the latter(57.9%). Conclusion: Comprehensive strategies should be adopted to achieve balanced development among THCs at various regions and health workers’ abilities should be upgraded.
