The road traffic barriers lead to the slow development of small and medium-sized enterprises in the west area, the distribution of small and medium-sized enterprises is very uneven. The lack of small and medium-sized enterprises in county and township (town) makes farmers have to go out to work, college students are not willing to come back to the township (town), which eventually leads to labor force flowing out, employment concentration, the gap between rich and poor and the gap of regional economic development is too big, which will produce conflict hidden trouble and social instability. In order to speed up the development of small and medium-sized enterprises, industrialization and urbanization in the west area, overall plan the coordinated development of population, natural, environmental, economic and social, this paper puts forward that taking speeding up the construction of fast network in western region as national strategies, policies and predictions.
