在建国初期的粮食统购统销中，党和政府对城乡人民开展了全面的政治动员。作为政治动员客体的全体社会成员被党、工、青、妇等结构化的政治组织紧密维系，并被分散、固锁到居民委员会、农业生产合作社等严密的城乡基层组织中。政治动员客体具有文化素质较低、城乡差异较大、追求物质利益、社会心理复杂等时代特征。对政治动员客体实际情况整体的准确的把握，使党和政府制定了有效的政治动员策略，顺利推行了粮食统购统销。

@@@@In the unified purchase and sale of grains in early days of New China ,the party and govern-ments mobilized people in both urban and rural areas .As objects of the political mobilization ,all so-cial members were closely linked by political organizations of the party ,workers ,youth and women , and spread to urban and rural organizations at grassroots level ,such as neighborhood committees ,ag-ricultural producers'co -operatives and so on .Objects of political mobilization were characterized by low cultural quality ,significant differences between the urban and the rural ,pursuit of material bene-fits and complicated social psychology .Based on the correct understanding of the objects ,the party and governments made effective strategies of political mobilization and ensured smooth implementation of the unified purchase and sale of grain .
