我国人口出生率下降导致了高等教育适龄人口下降，适龄人口下降对高等教育的生源数量、办学效益、教育结构、队伍建设和教育质量等带来影响。要减少这些影响，高等教育必须未雨绸缪，提前应对。应对的措施应该是政府统筹与市场竞争机制相结合，保持适度的办学规模，改革人事制度，拓展高等教育功能，调整高校发展思路，拓展生源市场，同时采取保护性措施扶持高职教育、民办教育和师范教育。
