研究目的：针对城乡发展一体化战略目标，探讨农村土地制度改革与创新对策。研究方法：综合分析法。研究结果：城乡发展一体化对农村土地资源的供给需求主要表现在三个方面：不断提高粮食等主要农产品供给保障能力，为城镇化、工业化、新农村建设提供必要的建设用地保障，为城乡居民的生活与生产提供良好的生态环境保障。研究结论：针对当前制约城乡发展一体化的农村土地主要问题，提出从以下几个方面进行农村土地制度创新：（1）完善强农惠农方式，优化耕地流转环境，为现代农业建设提供良好的土地条件；（2）改革农村建设用地使用制度，提升节约集约利用水平；（3）改革土地征收制度，完善城镇化土地资源的配置机制；（4）完善土地利用总体规划机制，真正发挥区域土地利用的宏观管制作用；（5）创新农村土地整治机制，推进城乡一体化的土地综合整治。
研究目的：針對城鄉髮展一體化戰略目標，探討農村土地製度改革與創新對策。研究方法：綜閤分析法。研究結果：城鄉髮展一體化對農村土地資源的供給需求主要錶現在三箇方麵：不斷提高糧食等主要農產品供給保障能力，為城鎮化、工業化、新農村建設提供必要的建設用地保障，為城鄉居民的生活與生產提供良好的生態環境保障。研究結論：針對噹前製約城鄉髮展一體化的農村土地主要問題，提齣從以下幾箇方麵進行農村土地製度創新：（1）完善彊農惠農方式，優化耕地流轉環境，為現代農業建設提供良好的土地條件；（2）改革農村建設用地使用製度，提升節約集約利用水平；（3）改革土地徵收製度，完善城鎮化土地資源的配置機製；（4）完善土地利用總體規劃機製，真正髮揮區域土地利用的宏觀管製作用；（5）創新農村土地整治機製，推進城鄉一體化的土地綜閤整治。
연구목적：침대성향발전일체화전략목표，탐토농촌토지제도개혁여창신대책。연구방법：종합분석법。연구결과：성향발전일체화대농촌토지자원적공급수구주요표현재삼개방면：불단제고양식등주요농산품공급보장능력，위성진화、공업화、신농촌건설제공필요적건설용지보장，위성향거민적생활여생산제공량호적생태배경보장。연구결론：침대당전제약성향발전일체화적농촌토지주요문제，제출종이하궤개방면진행농촌토지제도창신：（1）완선강농혜농방식，우화경지류전배경，위현대농업건설제공량호적토지조건；（2）개혁농촌건설용지사용제도，제승절약집약이용수평；（3）개혁토지정수제도，완선성진화토지자원적배치궤제；（4）완선토지이용총체규화궤제，진정발휘구역토지이용적굉관관제작용；（5）창신농촌토지정치궤제，추진성향일체화적토지종합정치。
The purpose of this paper is to explore the rural-land institutional reform and innovation for the strategic goal of the integrated urban and rural development. Research method of comprehensive analysis was employed. The results showed that the demands on rural land for integrated urban and rural development mainly include three aspects, i.e., 1) improving the supply ability of grain and other major agricultural products, 2) providing the necessary land for urbanization, industrialization and new rural construction, and 3) providing a good ecological environment for the production and living of urban and rural residents. The conclusion is that some rural land system innovation should be carried out according to the rural land main problems in the integrated urban and rural development, such as 1) ameliorating agricultural support policy and providing qualified land condition for modern agriculture;2) reforming the rural construction land use system and enhancing the level of intensive utilization;3) reforming land expropriation system and improving land resources allocation mechanism for urbanization; 4) improving land utilization overall planning mechanism and making sure the role of macro control of regional land use;5) the innovation of rural land mechanism and promoting integrated consolidation of urban and rural land.
