随着福州市灵活就业群体的不断扩大,该群体缺乏基本养老保险的问题逐渐浮出水面,并引起社会各界的普遍关注。本文分析了灵活就业群体的基本特征,指出了该群体养老保险参保率低、门槛高、转移接续难、管理服务落后的问题及其原因,据此分别从制度设计、管理服务能力、政策扶持以及监督监察四个方面提出了解决对策。

With flexible employees in Fuzhou expanding rapidly, the problem of endowment insurance of flexible employees had become more seriously than ever, and caused widespread concern in the community. This paper analyzes the basic characteristics of flexible employment groups, and points out the problens and its reasons, then puts forward the countermeasures from four aspects separately:the system design, management and service ability,policy support and the of supervision.
