The information network technology revolution with the core of the internet not only has highlighted the citizen participation time value, but also it has brought many problems to the citizen participation. Comprehensively analyzing awkward situation of the citizen participation, seeking the path selection which is getting rid of these difficult positions, is of the great theoretical and practical significance to guide the rational manner in the network citizen participation activities, to promote the orderly development of Chinese citizens participation.
