我国地质灾害防治任务十分繁重,但由于防治责任不够明确、财政投入相对不足、社会力量参与程度较低等原因,地质灾害防治资金难以满足实际需求。应完善地质灾害防治投入机制,加大资金投入,建议:(1)进一步明确地方各级人民政府的防治责任,强化资源开发、工程建设和运行主体责任,主动消除工程活动对地质环境的影响;(2)按照事权划分的原则,合理确定中央地方财政投入比例,加大各级财政投入力度,对重点地区给予重点支持;(3)争取其他资金投入,鼓励全社会积极参与防治工作,建立地质灾害防治多元投入机制。

This paper argues that poor responsibilities, insufifcient ifnancial investment, low level of social force participation are the main problems that China faces in preventing and controlling geological disasters. And the fund for geological disaster is becoming increasingly dififcult to meet actual needs. Therefore, it is essential that we improve the investment mechanism of geological hazards prevention and control, and invest more funds. This means that firstly, we should make clear responsibilities of local people's governments at various levels in the geological hazards prevention and control; enhance the responsibilities concerning resource development, engineering construction and the main operational bodies. And we should take the initiative to eliminate the inlfuence of engineering activity on the geological environment. Secondly, according to the principle of division of powers, we should reasonably determine the ifscal investment proportion of the central and local government, and increase the ifnancial investment at all levels. The key areas must be given special aid. Thirdly, we should get more money from various channels, encourage the whole society to take an active part in prevention and control work. Furthermore, the varied investment mechanism for the prevention and cure of geological hazard must be established.
