基于社区内部主体精神的失落，社区教育文化要承担起主体精神重塑的历史使命。社区教育文化的主体精神强调社区个体与群体的独立意志和人格，在于保持社区成员的主体性，形成社区群体意识，营造人性关怀的社区文化氛围。社区教育文化立足于社区个体与群体，以教育文化重构社区文化，改善社区生存状态，促使社区个体本位回归、群体认同归属，达成社区教育文化本身的主体性价值精神。
