现实社会中，公权力既须增进公共利益，也须增进私人利益，既须维护社会稳定即维稳，也须维护人民群众的合法权益即维权。在群体性事件持续高发的形势下，维稳已成为公权力的重要职能，同时与维权发生着某种关联。在维稳与维权的关联中，当公权力代理人的自然属性与其私利性相遇并结合在一起时，公权力代理人必然迫使公权力做出利己的价值选择，于是形成了公权力尴尬现象。公权力尴尬与群体性事件高度相关，且是群体性事件持续高发的重要推手。在公权力尴尬日益严峻的形势下，我们必须坚持“情为民所系、权为民所用、利为民所谋”的公权力价值取向。唯有如此，才能从根本上消解公权力尴尬，进而化解群体性事件多发的难题。

In modern society, public power not only promotes public interests but also protects private ones and not only maintains the stability of the society but also protects the legal interests of the people. In the context of group incidents keeping increasing fast, maintaining stability, as an important public interest, has become an important task of public power, and is getting in touch with safeguarding rights. As is known, the exercisers of public power are the agents, who are public servants at all levels. When the natural attributes of the agent are combined with the selfish characteristics of public power, the agent will be doomed to cause public power to serve himself between maintaining stability and safeguarding rights. Thus, the dilemma of public power emerges. Facts show that the dilemma of public power is highly relevant with group events, and is an important push to the high increase of group incidents. In the face of the dilemma of public power, it is necessary to stick to and cultivate the value orientation of exercising power for the people, showing concern for the people and working for the people's interests. Only by doing so, can it be possible to fundamentally clear up the dilemma of public power, and then defuse the great challenge of group incidents.
