　　一直以来，“三渔”问题都不被重视，随着海洋资源与海洋环境问题的加剧，“三渔”问题才凸显出来。本研究通过对浙江省舟山市枸杞乡的走访调查，分析了当地“三渔”存在的诸多问题，如渔民素质低，年龄结构趋于老龄化；近海渔业资源枯竭，养殖渔业风险大；渔村基础设施落后、环境卫生状况差等。针对以上问题，提出了缓解当地“三渔”问题的对策：加强渔民的科学文化和职业技术培训，提高渔民素质和技能；推进转产转业，建立渔民权益保障机制；加快基础设施的完善和社会事业的发展，增加环保投入。

All the time, "Three Fishery" problems are not taken seriously. With the increasing problems of marine resources and marine environment, "Three Fishery" problems are revealed. This study analyzes the "Three Fishery" problems of Wolfberry Town in Zhejiang Province through the investigation, such as low qual-ity and age structure tends to be aging for the fishermen; exhaust-ed offshore fishery resources and high risk in aquaculture; the backward infrastructure and poor environment in fishing villages. In view of the above problems, put forward the suggestions to re-lieve "Three Fishery" problems: strengthen the training of science and culture and occupation technology to improve the quality and skills of the fishermen; promote the transferring in job, at the same time ,establish the rights protection mechanism of the fish-ermen; to speed up the development of infrastructure and social undertakings, increase the investment in environmental protec-tion.
