　　职业教育是个多部门、多资源联动的领域。因此，其质量的稳定与提升并非只是教育部门内部的事情，更多地离不开外部各个环节、各个部门的共同保障。通过国际比较的视角，剖析世界几个主要发达国家职业教育外部质量保障制度与政策，包括专门化的质量保障机构、行业参与职业教育评价的制度、职业教育的法律保障、职业教育的资金投入制度以及国家与地方职业教育质量标准的协调机制，通过与中国现实的对照，提出加强我国职业教育外部保障制度的相关政策建议。

As is known to all, TVET involves multiple departments and resources, and its quality improvement is not only related to education department itself, but also is related to external departments. This paper intends to analyze institutions and policies of external quality assurance for TVET in several countries, including specialized quality assurance intuitions, TVET evaluation system enterprise participated, law guarantee system for TVET, funding system of TVET and coordination mechanism between state and local TVET quality criterion. According to current situation in China, this paper summarizes some useful inspirations on institutions and policies of external quality assurance of TVET.
