为了缓解北京市急剧增长的小汽车给城市带来的停车困难、道路拥堵和环境污染等问题,结合国外研究经验,在城市外围区设置免费或低收费的 P&R 设施,可以有效地减少中心区小汽车使用量。文中介绍了北京市基于轨道交通 P&R 设施的规划与选址,利用层次分析法和专家评分法,对停车换乘设施的备选方案的优劣程度进行了比选。

In order to alleviate the sharp increase of cars in Beijing,which brings to the city's parking difficulties,road congestion and environmental pollution problems,and combining with the experience abroad,the setting free or low-cost P&R facilities in the city periphery area can effectively reduce the central area of car usage.In this paper the planning and selecting locations of Park-and-Ride Facilities based on rail transit in Beijing was introduced.And by using the analytic hierarchy process and expert evaluation method,the final best suit places for build the park-and-ride facility was determined.
