“办好开放大学”是落实《国家中长期教育改革和发展规划纲要(2010-2020年)》的重要举措。建设中国特色开放大学,要在办学理念、办学思想、体制机制、管理方式、资源开发、培养模式的开放上下功夫。实现跨越式发展,质量是关键。未来天津开放大学要鼎力彰显“天津元素”;要全方位深度融入滨海新区建设发展;要举全校之力搞好新设本科专业建设;要大力发展非学历继续教育,在建设学习型城市和全市终身教育体系中,成为重要支柱;要在“建立区域普教、职教、继续教育沟通”方面,力争走在全国前列;要积极促进信息技术与开放教育融合,深入推进内部管理体制改革,加强科学研究。

“To run Open University well” is important measure to carry out“The Outline of National Long and Midterm Educational Reformation and Development Plan in Years 2010-2020”.In order to build Chinese characteristic Open University, we should do our best in running concepts, system and mechanism, management model, resource development training model and so forth. If we expect to develop rapidly, teaching quality is key. The future Tianjin Open University must show extremely“Tianjin elements”and integrate completely into Binhai District development. We should try our best to build new undergraduate majors and greatly develop non diploma education. In building learning city and lifelong education system,we should be important backbone. In respect of“building regional integration of general education, vocational education and continuing education”,we should try to become the first class in our country. In the end, we need to integrate IT into open education, to promote internal management system reform, to strengthen pedagogical research.
