　　乔治·弗雷德里克森是美国著名行政学家，他对公共行政领域不断进行反思、批判和重构，其行政思想彰显出对公共行政学和公共行政实践的人文关怀。从行政哲学视角看，其思想体系大体可概括为公平至上的行政价值观、后逻辑实证主义研究的方法观和民主行政的伦理观三部分。其思想具有明显的温和式批判的特点，即不完全打破旧理论建立全新理论，而以对传统公共行政理论的纠正和完善为主，其意图是保证公共行政的公共性本质和社会公平的实现。弗一直关注公共行政中社会公平并不断反思的精神，是值得我们从事与公共行政相关事务的人们借鉴的。

George Fredrickson, a famous American administration, has profoundly rethought, criticized and reconstructed theories in the public administrative field. His administrative ideas reflect the studies on public administration and public administrative practice of humanistic care and the characteristics of administrative philosophy. His system of thoughts is divided into fair supreme administrative values, and view of logical positivism research method and the democratic administrative ethics from the perspective of administrative philosophy. And then his thoughts are summarized in a mild manner, showing that he did not aim to establish a new theory by breaking through the old theory. Instead, he tried to correct and improve the traditional public administration theory, aiming to retain the public nature of public administration and to realize social justice. He always paid attention to social justice in the public administration and made reflections, setting a good example for us to follow.
