正处于社会转型期的我国农村地区，腐败现象极为严重，屡禁不止，并在一定程度上有失控态势。这既是人性自私动机驱使的结果，也存在文化方面的原因，同时制度和法制的漏洞也为基层腐化留下了极大的空间。要有效地整治农村基层腐败，需要建立健全预防和惩处腐败体系，把对人性和社会风气的正确引导与民主制度建设、完善监管体系、加大惩处力度等有机结合起来，多管齐下，从而遏制腐败的滋生蔓延。

Chinese countryside areas are in the period of the social transformation, so corruption is ex-tremely serious despite repeated prohibition, and to some extent it has a tendency to be out of control. It is not only the result of being driven by the human?s selfish motivations, but also the result of cultural attribution. At the same time, the vulnerabilities of both institutional and legal system leave a great deal of space for the grass-roots level corruption. Establishing and improving the system of preventing and punishing corruption are needed in the process of effective regulation in rural grass-roots level corruption, which combines the correct guidance of humanity with the social morality and the construction of democratic system, the improvement of the regulato-ry system, the intensification of sterner punishment and so on. The multi-pronged approach could thoroughly prevent the growth and spread of corruption.
