农地承包权退出机制缺失是目前工业化和城市化水平相背离、农业规模化经营难以实现、人户分离导致的管理困境，以及农村人地矛盾等问题的重要根源。建立农地承包权退出机制，明确规定农地承包权退出的基本原则、基本条件、合理程序和监管责任，同时推进户籍制度、农村社会保障制度、农村土地产权制度等相关配套制度的改革，是解决以上问题的有效路径。

Lack of exit mechanism of rural land contracting rights is the main reason that leads to the deviation of the level of industrialization from the level of urbanization, the impossibility of large-scale agricultural operations, the management difficulties caused by people living away for their registered place, the contradiction between people and land in the countryside. It is urgent to set up the exit mechanism of rural contracting rights. For this reason, we should not only define clearly the basic principles, the conditions, reasonable process, and the regulatory responsibility, but also push forward the reform of the supporting systems such as household registration system, the social security system in rural areas, and rural land property rights system.
