目前河北沿海城镇化建设存在总体水平较低、城镇建设水平低，中心城市规模小、区域带动能力弱，港城建设滞后、港产城联动效应缺失，中小城市和小城镇发展缓慢等问题。加快推动河北沿海新型城镇化，应做强河北沿海三大中心城市，加快两个新港城的崛起，壮大沿海中小城市群，有序推进重点镇建设，为河北“沿海经济强省”建设提供强大动力。

목전하북연해성진화건설존재총체수평교저、성진건설수평저，중심성시규모소、구역대동능력약，항성건설체후、항산성련동효응결실，중소성시화소성진발전완만등문제。가쾌추동하북연해신형성진화，응주강하북연해삼대중심성시，가쾌량개신항성적굴기，장대연해중소성시군，유서추진중점진건설，위하북“연해경제강성”건설제공강대동력。
