在阐释经典电力需求响应理论基础上，分析了电力需求响应的概念本质、发展动因和实施手段。指出需求响应的本质目标是调动用户参与以及提高响应能力，在现阶段其发展动因着眼于降低尖峰负荷与提高用户响应电网波动能力，并提出价格引导、激励补偿、行政协调3种实施手段。
在闡釋經典電力需求響應理論基礎上，分析瞭電力需求響應的概唸本質、髮展動因和實施手段。指齣需求響應的本質目標是調動用戶參與以及提高響應能力，在現階段其髮展動因著眼于降低尖峰負荷與提高用戶響應電網波動能力，併提齣價格引導、激勵補償、行政協調3種實施手段。

Based on the classical theory of power demand re-sponse, the article analyzes the nature of electric power demand re-sponse concept, development motivation and implementation meth-od. It points out the essential target of demand response which is to mobilize the user participation and improve response ability. At pres-ent the development motivation is to reduce the peak load and im-prove user response ability on power grid fluctuation and put forward three kinds of implementation methods such as the price guidance, incentive compensation and administrative coordination.
