大众化教育背景下高校的内涵质量提升不能仅仅依靠教师的教，重视学生的学习效果和促进学生的学更为重要，作为高校教育质量、效果和效率的集中体现的学生学习效果将成为新一轮本科教学评估中最主要的测评指标。本文分析了我国高校内部对学生学习效果评估的现状，指出其不足，提出了构建有效高能的学生学习效果评估评价模式的建议，发挥评价对教育的杠杆作用，促进教学质量提高。

It is not only teaching, but also its effectiveness and how to facilitate learning matter for the quality of college educa-tion under the background that college education is gaining more and more popularity in China. The learning effect which is closely relevant to the educational quality, effectiveness and efficiency will become an important indicator for the undergraduate educa-tion assessment. The article begins with the analysis on the as-sessment of teaching effectiveness in Chinese colleges and uni-versities and its weakness, then puts forwards with some solution to the construction of an efficient evaluation system on learning effect in order to make evaluation valuable for education and pro-mote teaching.
