　　随着高职院校办学规模的不断扩大，迫切需要实行新的内部管理运行模式。积极探索建立高职院校校、系两级管理体制的有效途径，对于激发二级系部办学活力和竞争力具有重要意义。本文就如何把握高职教育规律，构建适应高职院校的二级管理体制，进行了较为深入的思考，并提出了相应对策。

With the continuous expanding of the scale in higher vocational colleges, it is an urgent need for a new operation mode of internal management. Actively exploring the effective ways to establish university-departments two-level management system in higher vocational colleges has great significance to inspire vigour of running a school and competitiveness in second department. This paper has taken a more thorough ponder on how to grasp the law of higher vocational education and establish two-level management system in higher vocational colleges.Finally it proposed the corresponding countermeasures.
