The industrial revolution is an important motivation of technical transformation and economic development. This paper reviews the former two industrial revolution history, puts forward the main factors that affect the quality management change. Combing with the third industrial revolution, it analyzes the characteristics of quality management theory and practice of the development in the new century, as well as predicts the trends.
