莱阳民变的发生，主要是因为地方绅士的贪鄙和官员的处置失宜，而清末新政的推行则是其制度性根源。身为山东巡抚的孙宝琦，在莱阳民变处理过程中虽然态度谨慎，力求安抚，但因不了解地方吏治民情和用人不当，其对大规模暴力流血事件的出现，负有不可推脱的领导责任。在涉事地方官绅都受到严惩的情况下，孙宝琦却能独善其身，暴露出清朝末年权贵当政和吏治用人方面的严重问题。

The occurrence of the popular revolt in Laiyang was mainly because of the avarice of local gentry and the poor management of local officials ,and the implementation of the new policy in the late Qing Dynasty became the institutional roots .Sun Baoqi ,as the governor of Shandong province ,dealt with the uprising cautiously and strived to placate the populace .However,because he was not familiar with the local governance of officials and the conditions of local people and appointed inappropriate personnel , the large-scaled violent incidents happened .All the local government officials involved in the uprising had been severely punished except Sun Baoqi , which revealed the serious problems in the governance of officials in the late Qing Dynasty that the power was mainly held in the hands of the dignitary .
